Planning Commission Backs Proposed Foothill Blvd. Project

The La Cañada Flintridge Planning Commission finally voted on the controversial proposed three-story structure at 600 Foothill Blvd., recommending approval of the project — a move that followed hours of deliberation by the panel and comment from numerous members of the public since June.
The commission resumed discussion of the proposal in a virtual special meeting on Sept. 2 and ultimately adopted six resolutions with conditions that advance the project — which would include 47 senior housing units, 12 non-serviced hotel units and 7,600 square feet for office use — to the consent calendar of the panel’s next meeting on Thursday, Sept. 23. The consent calendar is the portion of a municipal meeting that is reserved for items that no longer require serious discussion; the commission is due to vote once more to affirm its approval of the project. Foothill Housing Proposal Returns to Planning Commission Tonight

The La Cañada Flintridge Planning Commission will continue its deliberation over a proposed three-story structure at 600 Foothill Blvd. in a special meeting tonight at 7.
The much-debated proposal that includes 47 senior housing units, 12 non-serviced hotel units and 7,600 square feet for office use was presented to the panel in a meeting on June 24, but open discussion about the project was delayed until July 29. The commission ruminated at length five weeks ago about the city’s General Plan and Zoning Code and how such a structure would fit into it. Late Night Hours, Cannabis Discussed By Planning Commission

The La Cañada Flintridge Planning Commission continued its discussion and review of the special regulations portion of the city zoning code, which is in the process of being updated and reorganized to keep it consistent with other chapters, in a special meeting last week.
Patricia Blumen, a consultant from City Planning, picked up where she left off from last month’s meeting where she presented the first 17 chapters of special regulations, whether they are permitted outright or require discretionary review.
The first chapter presented turned out to be the most discussed item by the commissioners, who questioned whether having a portion dedicated to late night hours was necessary. Blumen, who worked with city staff on the updates, added a late night hours chapter that would establish criteria and regulations to minimize potential impacts of non-residential uses operating late night hours that are located near residential properties.

City Planning Commission Suggests More ADU Restrictions

The La Cañada Flintridge Planning Commission held a special meeting last week to discuss updates and possible changes to the city’s zoning code.
The city has been working with consultants from CityPlanning to organize part 11.4 of the zoning code, which pertains to special regulations.
The consultants — organized the section by making each use — whether it’s permitted or requires discretionary review — into its own chapter to keep it consistent with the formatting of other chapters.
One of the biggest topics of discussion was the first chapter dealing with accessory dwelling units. One issue was the possibility of a homeowner reconverting an ADU to their home to add square footage and later adding another ADU.
“What I don’t want is people utilizing this to just increase the size of their home,” said Commissioner Jeffrey McConnell. “It’s just a way to get around our FAR [floor-area ratio] by 800 sq. feet. … I’m not against somebody who’s adding an ADU that is within their FAR.”
Commissioner Mark Kindhouse agreed and reminded the public of the purpose of ADUs.

Divided Commission OKs Proposal on Short-Term Rentals

Under the urging of the City Council, the La Cañada Flintridge Planning Commission reluctantly approved a proposed ordinance regulating short-term rentals during last Thursday’s virtual meeting.
Susan Koleda, director of community development, presented an amended ordinance that included 15 operational requirements. The commission tweaked some of the language before a 3-2 vote in favor of the new regulations, which will be presented to the City Council in the near future.

New Retail Project Set for Lot

Construction will soon begin on a two-story office building with retail and a possible restaurant after the La Cañada Flintridge Planning Commission recently approved a project helmed by Commissioner Arun Jain.
Jain recused himself from the vote, which resulted in a 3-0 approval for a conditional use permit and variance allowing for the construction of a two-story, 6,232 square-foot building with a 5,365 square-foot basement on a three-parcel piece of land at the corner of Foothill Boulevard and Young Drive totaling 13,014 square feet. Appeals to Protect Oak Fail but Revive Preservation Discussion

Two appeals to stop the removal of a large tree at 650 Georgian Road were denied at a recent La Cañada Flintridge Planning Commission meeting that included a larger discussion about what can be done in the future to save city-protected coast live oaks.
Planning Commission Chair Rick Gunter said after the 4-0 vote last Thursday that those who want to appeal the decision further had 15 days in which to bring the matter before the City Council.
