Arising from a hobby practiced in basements or garages, the craft beer industry continues to thrive nationwide and in California, and Glendale seems to be putting its own stamp on the heavily localized trade. The city’s second brewery opened its doors this past summer, years after the first showed up. More craft-themed taprooms are cropping up, too, after aficionados gathered under one or two roofs for years. And those local fans seem to have rallied this year, despite the pandemic, to send one of the bars close to the top of an annual “best of” ranking, bringing the Glendale name to the readers of a national magazine for enthusiasts.
The city will continue exploring specifically how to revitalize the arts and entertainment district along Artsakh Avenue that includes Glendale-owned storefronts, and will likely identify locally based “destination” businesses to populate the pedestrian-friendly pathway. In the meantime, economic development officials will put together a plan to bring in pop-up businesses to either take up a storefront for up to six months or set up an outdoor venue in which to operate. The experiences and successes of these short-term pop-ups would inform the city’s long-range decisions on the area once additions and updates to the plan for the avenue are completed as soon as 2022. All that is the upshot of a special City Council meeting on Tuesday, when the panel engaged the services of consultants to help guide Artsakh’s evolution.
Those concrete barriers popping up around downtown Glendale and Montrose? For the foreseeable future, they are part of the new normal for restaurants that are now reopening dine-in service to their patrons.
The city this week has been busy setting up K-rail barriers throughout public spaces, later adding tables with umbrellas, chairs and potted plants to make the setting a bit more picturesque. Along Honolulu Avenue in Montrose, the half-dozen al fresco parklets utilize sections of street parking to allow the eateries to spill outdoors to accommodate more customers and make those customers more comfortable as the COVID-19 pandemic persists. Local businesses ravaged by the pandemic will — with some restrictions — be able to apply to the city for grant funding to help their bottom line once the new fiscal year revs up on July 1.
Glendale plans to make available an additional $1.6 million of its own dollars to help out businesses that missed the boat on the first round of municipal grants and federal stimulus money. Additionally, the city expects to implement a $500,000 grant program aimed at assisting local art and nonprofit enterprises and is well on its way to establishing an outdoor dining program, paid for by $150,000 in local money, to nourish the town’s eateries.
The City Council discussed and committed to a direction on these economic recovery strategies at a special meeting this week, as a follow-up to a budget approval process that included the financial commitment to the measures. The first infusion, funded by a $572,500 Community Development Block Grant, will make $5,000 grants available for 114 qualifying businesses.
“We have to do something quick,” Mayor Vrej Agajanian said Tuesday. “Businesses are suffering so much. To wait, more of them are going to go and will have to close.
