Thanks to financial help from the city, Glendale Community College will be able to include housing financial assistance among its other offerings under its Fresh Success programming. The City Council committed $1.309 million in funding to GCC at a special meeting this week, held jointly with the city’s Housing Authority. The money comes from the city’s Measure S sales tax and is being transmitted through that fund’s newly created Low Income Student Rental Assistance Program. The college is essentially being contracted to run that program. “The bulk of the program — approximately 98% of it — is going to be given to the responsibility of GCC to administer it,” explained Peter Zovak, the city’s assistance director of community development.
The proposed Verdugo Wash bike trail and linear park are a step closer to reality after the Glendale City Council this week showed enthusiasm for the idea and approved opening a bidding process for a design firm to help determine its feasibility. This year’s budget allocates $250,000 in Measure S sales tax money to fund the visioning study, which will solicit input about the proposal from community members and identify cost estimates and potential issues to navigate. The trail would begin in Crescenta Highlands and follow the natural Verdugo Wash along 17 other Glendale neighborhoods all the way to where it meets the Los Angeles River, which itself has a bike and pedestrian trail. “It’s a great opportunity for us to be able to connect to several neighborhoods, several communities and offer another mode of transportation,” said Bradley Calvert, assistant director of community development, at Tuesday’s council meeting.
Those concrete barriers popping up around downtown Glendale and Montrose? For the foreseeable future, they are part of the new normal for restaurants that are now reopening dine-in service to their patrons.
The city this week has been busy setting up K-rail barriers throughout public spaces, later adding tables with umbrellas, chairs and potted plants to make the setting a bit more picturesque. Along Honolulu Avenue in Montrose, the half-dozen al fresco parklets utilize sections of street parking to allow the eateries to spill outdoors to accommodate more customers and make those customers more comfortable as the COVID-19 pandemic persists. Local businesses ravaged by the pandemic will — with some restrictions — be able to apply to the city for grant funding to help their bottom line once the new fiscal year revs up on July 1.
Glendale plans to make available an additional $1.6 million of its own dollars to help out businesses that missed the boat on the first round of municipal grants and federal stimulus money. Additionally, the city expects to implement a $500,000 grant program aimed at assisting local art and nonprofit enterprises and is well on its way to establishing an outdoor dining program, paid for by $150,000 in local money, to nourish the town’s eateries.
The City Council discussed and committed to a direction on these economic recovery strategies at a special meeting this week, as a follow-up to a budget approval process that included the financial commitment to the measures. The first infusion, funded by a $572,500 Community Development Block Grant, will make $5,000 grants available for 114 qualifying businesses.
“We have to do something quick,” Mayor Vrej Agajanian said Tuesday. “Businesses are suffering so much. To wait, more of them are going to go and will have to close. A special budget workshop for the City Council this week included a look at potential capital projects as well as uses for the city’s Measure S sales tax revenue.
In this particular instance, the city will be able to consider whether to merge the two, as both of the capital projects that got a preliminary approval on Tuesday might fall under the umbrella of Measure S, which was marketed as a quality of life and essential services tax when voters approved it in 2018.
